Partly, and it depends which bottle. Moroccanoil sells two different things under one name.
The famous gold bottle is the Treatment. On its published ingredient list, argan oil is the third ingredient. Two silicones are named before it.
The brand also sells a separate Pure Argan Oil, which is argan oil and nothing else. That one is 50 ml for $52.
Ingredient lists are ordered by quantity, highest first, down to one percent. So position is information. Here is the list as published by the retailer, unedited.

Cyclomethicone and dimethicone are silicones. They coat the hair and make it feel smooth and slippery immediately.
That effect is real and it is why the bottle is popular. It is also not the argan oil doing the work.
Silicones sit on the surface rather than absorbing. Many people with curls find that repeated use leaves a coating that needs a stronger shampoo to remove.

One ingredient: argan kernel oil. This is genuinely what it says on the bottle.
So the honest answer has two halves. The bottle most people mean is mostly silicone, and the bottle that is pure argan costs $52 for 50 ml.

Roughly ten times less per millilitre than the pure salon bottle. The reason is not a discount. There is no distributor, no salon margin and no retail shelf in our price.
Argana is a press in Casablanca selling direct. Two oils, 500 ml each, cold-pressed and undiluted.
One is formulated for straight hair, one for curly. No silicones, so nothing to build up and nothing to strip out.
